Indigenous Representation in the AFL: A Call for Change
A prominent voice in the Australian Football League (AFL) has expressed support for initiatives aimed at increasing the number of Aboriginal and Torres Strait Islander players on AFL lists. Xavier Clarke, a former player who featured in 106 AFL games between 2002 and 2011, and who represented the Indigenous All Stars in 2007 before coaching the team last year, believes that expanding rookie list spots for Indigenous talent could be an effective strategy.
Clarke told Zero Hanger, “Without doubt I think it’s a good idea, if it means getting more Indigenous players on lists.” His comments come as the AFL continues to see a decline in the number of Indigenous players on its lists. This year, there are 59 Indigenous players, marking a steady decrease since a peak of 87 in 2020.
There have been previous discussions about making it mandatory for each club to recruit at least one Indigenous player. However, these proposals have not yet been implemented. Despite this, the AFL has established an Indigenous Academy, which provides football, leadership, and cultural development for young Indigenous players. In addition, each club invests in Next Generation Academies, which have contributed to increased participation in community football among Indigenous Australians.
The AFL has also launched an action plan aimed at fostering growth in Indigenous representation, but so far, these efforts have not translated into significant results at the elite level. Clarke, now a highly regarded AFL assistant coach at North Melbourne, highlighted the potential benefits of Category B rookies, which could encourage clubs to attract more Indigenous players onto their lists.
“Ideally, I would love for that number to continue to go up,” Clarke said. He described his experience as part of the Indigenous All Stars game last year as a once-in-a-lifetime opportunity. “Seeing those boys do what they did on the big stage and do it together we hope will spark young Indigenous boys on the couch to say ‘that’s what I really want to do’.”
Clarke pointed to successful Indigenous players such as the Pickett brothers at Melbourne and Nas Campani at St Kilda as important role models. “You need those role models in the game, they’re really important,” he added. “I’d like to think with that combination of tweaking of the rules and concessions that allow clubs to draft more players potentially outside of traditional pathways programs would only be a good thing.”

As the league seeks to grow its Indigenous representation, it is clear that a multifaceted approach—combining policy reform, investment in youth development, and the promotion of Indigenous athletes—will be essential. With sustained effort and commitment, the AFL can work towards a future where Indigenous players are more prominently featured across all levels of the game.
