Quantum Computing Hub Set to Rise Near Oxford Parkway

A New Era of Computing in Oxfordshire

Plans have been submitted for a groundbreaking quantum computing centre that could position Oxfordshire as a key player in the UK’s next technological revolution. The initiative, named EXOq, is spearheaded by Exeter College and aims to establish a global research and development hub focused on high-performance computing (HPC) and quantum technology.

The project has already triggered a planning application to Cherwell District Council, marking a significant step forward in its development. Dr Andrew Roe CB, rector of Exeter College, highlighted the importance of the scheme, stating: “This strategic development represents a significant investment in both national capability and the local community. As the UK moves to build sovereign AI infrastructure, EXOq offers a unique opportunity to place world-class compute capacity at the heart of one of the world’s greatest research ecosystems.”

Understanding Quantum Computing

Quantum computing is an emerging field that leverages the principles of quantum mechanics to process information in fundamentally new ways. By exploiting quantum effects, it can solve certain problems far faster than even the most powerful classical computers. This potential makes it a game-changer for various industries and scientific disciplines.

EXOq will be the only site in the UK that brings together quantum and classical supercomputing, along with AI technologies at scale, to create a ‘converged platform’. This involves the co-location of quantum processing units (QPUs), graphics processing units (GPUs), and central processing units (CPUs) to form a ‘quantum ecosystem’.

Applications and Impact

The site would support research requiring advanced computing power and data storage across multiple fields, including:

  • Climate science
  • Materials development
  • Particle physics
  • Space and satellite technology
  • NHS data applications for drug discovery

The proposed location is beside Oxford Parkway railway station, on land between the Oxford Canal and the A34, with connections to active travel routes including the canal path. This strategic placement ensures accessibility and integration with existing infrastructure.

Public Engagement and Community Involvement

The plans followed a public consultation event held in November at North Oxford Golf Club, which attracted over 230 attendees. Additionally, around 4,000 people visited the project website, indicating strong community interest and engagement.

Nick Badman, finance and estates bursar at Exeter College, emphasized the potential of EXOq: “EXOq has the potential to play a role in helping turn quantum technologies into an integral part of the compute landscape. The ambition is for EXOq to become the leading quantum ecosystem in Europe.”

Economic and Employment Benefits

Preliminary analysis suggests that the scheme could add £1.4 billion a year to the UK economy, with almost a billion a year of direct benefit to the Cherwell District. The project is expected to create approximately 7,000 jobs, including 4,600 in Cherwell.

Additional Features and Sustainability

The project includes several additional features aimed at supporting workforce development and enhancing the local environment. These include:

  • A new further education college
  • A 34-acre country park
  • Improved foot and cycle connections
  • A low-carbon heating system powered by liquid-cooled data centres

This system could potentially heat parts of Oxford, as well as new housing and commercial developments around Kidlington. A small number of residential apartments are also included in the design.

Environmental Considerations

Flood risk reduction has been integrated into the plans, with additional wetland areas offering natural flood water storage. Community amenities will include a café and multi-use space overlooking the wetlands, forming part of the wider country park. These elements ensure that the project not only advances technological innovation but also contributes positively to the local environment and community.
