A proposed apartment complex at the York Galleria Mall could bring new life to an underused space, as the mall itself faces declining business. An empty stretch of parking lot along Whiteford Road is now the focus of a redevelopment plan that would bring a four-story, 98-unit apartment building to the property. The project, known as “Signature Flats at Galleria,” has been under review in Springettsbury Township since March 2024, and was recently recommended for approval by the township’s planning commission. It is expected to go before the board of supervisors next month.

According to January meeting minutes, the apartment building would be constructed within an “unutilized parking area” on part of the Extra Space Storage property adjacent to the mall. A traffic study submitted with the plan found that vehicle activity generated by the apartments would be “significantly less than previously generated” at the site, suggesting surrounding roadways would not see an increase in traffic.

Inside the mall, however, longtime employees say the bigger concern is a steady decline in business.

“It’s dwindled a lot because they’re raising the rent in the mall and a lot of stores can’t stay in there, can’t keep afloat,” said Denise Legat, who has worked at Boscov’s for 26 years.

Legat says fewer stores and higher operating costs have made it harder to maintain consistent foot traffic, with crowds now largely limited to weekends and the holiday season.

Features of the Apartment Complex

Plans for the apartment complex include amenities such as bicycle parking, a dog park, shared patio space, and a recreation area. Landscaping would also be added to buffer the building from the surrounding parking areas.

For nearby workers like Corbin Hunter, the idea of living steps away from work is appealing.

“I work here full time, so I’m here about six days a week. I just signed a year lease to a place not near where I work, so if they’re really nice, I would like to sign a year lease to a place near where I work,” Hunter said.

Hunter also believes the added residential presence could bring more consistent activity to the mall.

“If it’s walkable, then probably… I mean, downtown areas always have foot traffic because people live and congregate in downtown areas, so I would assume so,” he said.

Community Support and Concerns

Supporters of the project say that kind of built-in customer base could help stabilize businesses that have struggled in recent years.

“I’m always down for more affordable housing, so it’s dope,” Hunter added.

The proposal has gone through multiple rounds of discussion since January, including planning commission meetings in February, March, and April, where details such as utilities, pedestrian connectivity, and site design have been reviewed.

No final vote has been made, but if approved, the project would mark a significant shift for the York Galleria— transitioning from a traditional retail space to a mixed-use development that blends shopping with residential living.
