District 2 city councilman Bill Kling emphasized the benefits of this expansion. “We’re going to be having a much larger, probably doubled, civic center area that could bring in more larger conventions. According to Robinson, “TIF districts are something very unique to Huntsville. Other cities have started doing them ever since the state authorized them a number of years ago.”

Kling explained, “We pay the debt on whatever is in that TIF district based on a substantial increase in property values that we think will follow whatever the new construction is or whatever that project is. So, we’ll only engage in a project if we believe it’s going to increase the value of the surrounding properties.”

Kling highlighted the broader economic implications of TIF 9. “By having those facilities, that means hotel rooms. That means restaurants. That means shopping.
