The Role of Dangote Refinery in Nigeria’s Aviation Industry

The Airlines Operators of Nigeria (AON) has highlighted the critical role played by the Dangote Petroleum Refinery and Petrochemicals in supporting the country’s aviation sector. According to AON, the refinery currently supplies over 95% of the Jet A1 fuel consumed across Nigeria. Additionally, it has exported an impressive 1.1 billion litres of aviation fuel to Europe between March and April 2023. This significant contribution underscores the refinery’s importance not only in meeting domestic needs but also in expanding Nigeria’s presence in the global oil market.

Obiora Okonkwo, the spokesperson for AON, emphasized during a televised interview that the Dangote Refinery has been instrumental in sustaining airline operations in Nigeria, especially amid global supply disruptions caused by tensions in the Middle East and rising fuel costs. “It is a matter of fact that over 95% of aviation fuel supplied across the country comes from the Dangote refinery,” he stated. “To airline operators in Nigeria, Dangote is not just a refinery; it is a game changer and, indeed, a lifesaver.”

Despite the consistent supply from the refinery, airlines continue to face severe operational challenges due to escalating Jet A1 prices. Okonkwo attributed this to sharp practices within the downstream distribution chain. He revealed that some fuel marketers are allegedly creating artificial scarcity, even though the refinery has sufficient supply. This has led to disproportionate price increases, with airlines experiencing hikes of up to 300% since the onset of the Middle East crisis.

“We consider this exploitation. The refinery has not indicated any shortage, yet we are witnessing artificial scarcity and unjustifiable price increases,” Okonkwo said. He further pointed out that the prices airlines pay do not reflect depot prices, suggesting the presence of racketeering within the market.

Following a closed-door meeting between AON and the Federal Government, Allen Onyema, Chairman and CEO of Air Peace, echoed these concerns. He described the situation as deeply troubling, particularly given that the Dangote Refinery sells its products at comparatively lower rates. “The truth is that marketers must be called to account. How do prices rise by as much as 300% when Dangote’s supply remains the cheapest and some marketers source directly from the refinery?” Onyema questioned. “So, why the astronomical increase?”

Expanding International Footprint

Meanwhile, the Dangote Refinery continues to expand its footprint in the international aviation fuel market. Industry data indicate that the facility exported approximately 876,000 metric tonnes of jet fuel to Europe within the period under review—about 456,000 tonnes in March and an additional 420,000 tonnes by April 20. These export volumes highlight the refinery’s growing capacity and improved logistics, further reinforcing Nigeria’s emerging role in the global downstream oil and gas market.

This expansion not only strengthens Nigeria’s energy security but also positions the country as a key player in the global aviation fuel supply chain. As the Dangote Refinery continues to grow, its impact on both the domestic and international markets will likely become even more pronounced.

Challenges and Calls for Accountability

Despite the refinery’s contributions, the issue of pricing and distribution remains a pressing concern for the aviation industry. The discrepancy between the prices paid by airlines and the depot prices raises questions about transparency and fairness in the fuel distribution system. Industry leaders are calling for greater accountability and regulatory oversight to ensure that the benefits of the Dangote Refinery are equitably distributed.

With the continued expansion of the refinery and its increasing exports, there is a clear need for a more efficient and transparent distribution system. Addressing these challenges will be crucial in ensuring that the aviation sector can operate smoothly and sustainably in the long term.
