A significant shift in national administration took place with the official launch of the new Ministry of Planning and Budget. Prime Minister Kim Min-seok officiated at the signboard unveiling ceremony on the 2nd, underscoring the pivotal role the newly established ministry is poised to play in steering the nation’s fiscal future and long-term development.
“The Ministry of Planning and Budget plays a core role in national administration,” Prime Minister Kim stated during the ceremony, highlighting the immense responsibility entrusted to its leadership and staff. “The responsibility is immense.”
Government Reorganization: A Strategic Division
The establishment of the Ministry of Planning and Budget is a direct outcome of a government reorganization plan announced in September by the administration of President Lee Jae-myung and the Democratic Party of Korea. This strategic move involved splitting the former Ministry of Economy and Finance. The primary rationale cited for this division was to ensure “balanced budget formulation and allocation, and strengthening mutual checks.”
Under the new structure:
- The Ministry of Economy and Finance will continue to oversee crucial areas such as economic policy coordination, tax systems, the national treasury, and settlement-related tasks.
- The newly formed Ministry of Planning and Budget will take the lead on budget formulation, fiscal policy and management, and the establishment of mid- to long-term national development strategies.
This division echoes a similar structural arrangement that existed between the Ministry of Finance and Economy and the Budget Office from 1999 to 2008, signaling a return to a model designed for enhanced fiscal oversight and strategic planning.
A Commitment to Core National Tasks
Prime Minister Kim elaborated on the broader context of these governmental reforms. “The popular sovereignty government has pursued government reorganization to effectively carry out core national tasks,” he explained. The launch of the Ministry of Planning and Budget follows the recent completion of reorganizations for other key ministries, including the Ministry of Climate, Energy and Environment, the Ministry of Gender Equality and Family, the Ministry of Data and Statistics, and the Ministry of Intellectual Property.
The Prime Minister further emphasized the expanded mandate of the new ministry. “The Ministry of Planning and Budget will perform core roles in national administration, including establishing mid- to long-term national development strategies to respond to future societal changes, budget formulation, fiscal policy, and fiscal management,” he stated. “The role and responsibility of the Ministry of Planning and Budget are more significant than ever.”
