New EAC Chief Takes Office, Outlines Key Priorities

New Leadership for the East African Community

Ambassador Stephen Mbundi has officially taken over as the new Secretary General of the East African Community (EAC), bringing with him a clear focus on enhancing financial discipline and ensuring timely contributions from member states. His appointment marks a significant milestone in the region’s efforts to strengthen economic cooperation and regional integration.

The official handover ceremony took place at the EAC Headquarters in Arusha on Saturday, April 25, 2026. It was conducted by outgoing Secretary General Veronica Nduva, who had served the EAC since 2017. The event was attended by dignitaries, officials, and representatives from all member states, highlighting the importance of this transition.

Mbundi’s appointment followed a decision made during the 25th EAC Heads of State Summit on March 7, 2026, where he was endorsed for a five-year term, running from 2026 to 2031. His leadership is expected to bring a renewed focus on financial management and regional development.

Priorities for the New Secretary General

Speaking after taking office, Ambassador Mbundi emphasized that his immediate priority will be ensuring that member states meet their financial obligations in a timely manner. He described this as a crucial element for the effective functioning of the EAC. “My first priority is to ensure that member states fulfill their financial commitments by paying their contributions on time,” he stated.

This focus comes at a critical time, as the EAC prepares to implement a new funding model set to take effect in July 2026. The model introduces a 50:50 contribution framework, designed to balance equal regional responsibility with the economic capacity of each member state. This shift aims to create a more equitable and sustainable financial structure for the community.

In addition to financial reforms, Mbundi outlined a broader agenda aimed at strengthening intra-regional trade, improving the business environment, and reducing the cost and time of transporting goods across borders. He also highlighted the importance of infrastructure development, particularly road networks, noting that future investments must be climate-resilient to withstand increasing environmental challenges.

“Building infrastructure without considering climate change is risky. We need sustainable investments that can withstand changing environmental conditions,” he said.

Focus on Peace and Security

Peace and security across the region also feature prominently in Mbundi’s agenda. He plans to review existing frameworks to ensure they are aligned with current regional realities while strengthening cooperation and coordination among member states. Additionally, he announced plans to conduct visits to all EAC partner states to engage directly with Heads of State and align regional priorities with national development agendas.

Outgoing Secretary General Ms. Nduva expressed appreciation to member states and EAC staff for their support during her tenure, noting that it enabled her to fulfill her responsibilities effectively. She urged staff to embrace change and support the new leadership structure, emphasizing that leadership transitions require a shift in mindset.

Regional Cooperation and Development Strategy

The ceremony coincided with the implementation of the EAC’s Seventh Development Strategy (2026–2031), which focuses on accelerating regional integration through investments in infrastructure, energy, and technology. Opening the event, Uganda’s Minister of State for EAC Affairs, Mr. James Ikuya, highlighted the importance of regional cooperation, stating that financial reforms alone are not enough without deeper collaboration among member states.

“Only through strong cooperation can we overcome the challenges facing our region. We must work together to move the Community forward,” he said.

As Ambassador Mbundi begins his tenure, the EAC faces both opportunities and challenges. With a clear vision for financial sustainability, infrastructure development, and regional cooperation, his leadership is expected to play a vital role in shaping the future of the East African Community.
