EU Pledges Deeper Partnership with Ethiopia Amidst Global Challenges
Addis Ababa, January 17, 2026 – The European Union has reiterated its steadfast commitment to strengthening its strategic partnership with Ethiopia, following high-level engagements between Ethiopian officials and representatives of the European External Action Service (EEAS). This renewed pledge comes at a critical juncture, as the global geopolitical landscape presents increasing pressures on international institutions and norms.
During an official visit to Ethiopia this week, Olof Skoog, the EEAS Deputy Secretary-General for Political Affairs, engaged in substantive discussions with key Ethiopian leaders. Meetings included Foreign Minister Gedion Timothowes, President Taye Atske Selassie, and other senior government figures. The primary objective of these talks was to comprehensively review the current state of EU-Ethiopia relations and to proactively identify avenues for enhanced collaboration.
Skoog characterized the EU-Ethiopia relationship as one brimming with “great promise.” He particularly highlighted its significance in the current global climate, where certain major actors are reportedly challenging the foundational principles of the UN Charter and international law. “We believe that in the current geopolitical juncture where there are some big players who are questioning the UN Charter and international law, those of us who hold these values and principles very dear, need cooperate and stay close together,” Skoog remarked. This sentiment underscores the shared commitment to multilateralism and the rule of law as essential pillars for global stability and cooperation.
Areas of Enhanced Cooperation Explored
The discussions spanned several critical areas, with security cooperation emerging as a significant focus. Both sides expressed shared concerns regarding the stability of the Red Sea region and the wider Horn of Africa.
- Regional Security: The dialogue delved into security dynamics in the Red Sea and the Horn of Africa. Discussions also encompassed how the EU and Ethiopia can collaborate more effectively on security matters pertinent to Europe, fostering a more interconnected approach to global security challenges.
- Counter-Terrorism: Counter-terrorism was identified as a key area where the EU and Ethiopia intend to deepen their collaboration. Recognizing the transnational nature of this threat, joint efforts are seen as crucial for enhancing regional and international security.
- Economic Integration and Development: The potential for enhanced economic cooperation and sustainable development was a central theme. Stronger cross-border economic integration was identified as a significant driver for regional prosperity, with Europe expressing a keen interest in contributing to this effort.
- Trade and Investment: The European Union has voiced strong support for Ethiopia’s ongoing economic reforms. Officials see considerable untapped potential for expanding trade and investment flows between the EU and Ethiopia. Europe aims to contribute to Ethiopia’s broader economic development not only through various forms of support but also by sharing expertise in modern technological advancements. “We want to be part of the economic development of Ethiopia,” Skoog stated, emphasizing a desire for active participation in the nation’s growth trajectory.
- Sustainable Development: The promotion of sustainable growth approaches is another area where Europe is keen to contribute. This includes a long-term commitment to fostering inclusive and resilient development within Ethiopia, ensuring that progress is environmentally sound and socially equitable.
- Investment Climate: Skoog noted that a favorable business climate is instrumental in attracting European companies to explore opportunities in Ethiopia, thereby boosting trade and investment.
Climate Action and Diplomatic Engagement
A notable point of convergence identified during the discussions was the shared agenda on climate action. The EU and Ethiopia find themselves in strong agreement on the importance of addressing climate change. Discussions also focused on enhancing cooperation in the lead-up to the upcoming COP climate conference, which Ethiopia is slated to host. This presents a significant opportunity for the nation to lead on the global climate stage.
Addressing the persistent regional tensions in the Horn of Africa, Skoog acknowledged the ongoing conflicts and heated rhetoric that characterize parts of the region. However, he emphasized that both the EU and Ethiopia remain resolute in their focus on de-escalation through sustained dialogue.
- Reviving Diplomatic Engagement: The importance of revitalizing diplomatic engagement was underscored. This includes actively pursuing political solutions that address the root causes of conflict.
- Strengthening Regional Cooperation: By fostering constructive dialogue and seeking peaceful resolutions, the aim is to strengthen regional cooperation. This approach is viewed as a sustainable and constructive alternative to conflict, promoting long-term stability and shared prosperity across the Horn of Africa.

The ongoing dialogue between the European Union and Ethiopia signifies a shared vision for a more stable, prosperous, and interconnected future, built on mutual respect, shared values, and a commitment to multilateralism.
